Should We Tear Down and Rebuild, Remodel the Existing Home, or Raise It Up?

If you live near the coast in St. Petersburg or Tampa Bay, chances are you’ve asked this question — especially after a storm, flooding, or discovering the cost to renovate your older home.

The truth is, there’s no one-size-fits-all answer. Each option — remodeling, raising, or rebuilding — has its place. The key is understanding your home’s condition, FEMA regulations, and long-term goals before making the call.


1. Remodel: When the Bones Are Strong and the Value Is There

If your home’s foundation, framing, and elevation are sound — and you’re outside a high-risk FEMA flood zone — remodeling can be a smart move.

A remodel makes sense when:

  • You want to update finishes or layouts but maintain the structure.

  • The cost of improvements stays below FEMA’s 50% substantial improvement rule.

  • The home’s elevation already meets or exceeds current Base Flood Elevation (BFE).

What to watch for:

Even a cosmetic renovation can trigger FEMA compliance if you go too far with structural or mechanical changes. That’s why early budgeting and code review are essential.


2. Raise the Home: When Flood Risk Can’t Be Ignored

For homes in FEMA AE or VE zones that have flooded or sit below BFE, elevating can save the property and reduce future insurance premiums.

Raising can be the right solution if:

  • The structure is in good condition and you want to keep your footprint.

  • The elevation needed is moderate (typically 3–6 feet).

  • You value your location and neighborhood too much to start over.

It’s a big project — but often the right one to preserve your home’s integrity and meet FEMA standards without rebuilding from scratch.


3. Tear Down and Rebuild: When It’s Time to Start Fresh

When a home sits well below Base Flood Elevation, has structural or foundation issues, or would cost nearly as much to fix as to rebuild — starting over is often the clearest path forward.

Rebuilding gives you:

  • A clean slate for modern design, efficiency, and durability

  • Compliance with FEMA and Florida Building Code requirements from day one

  • Lower long-term maintenance and flood insurance costs

  • The ability to customize every element — layout, elevation, materials, and views

It’s also the only option if your home is declared “substantially damaged” (repairs exceed 50% of its market value). In that case, local code will require full compliance — which is best achieved through a new build.
